I Guess this must be the biggest unanswered question on this forum.

The Modules in the admin section do nut show up to be installed.
1.) I realize the 3 catagories are related to the configuration info in the Configuration table.
a.) If I change these values to true they are removed and no value is left in their place.
2.) I've changed the permissions on the folders to Readable, Writeable, and Executable but this didn't work.
a.) I even changed the files to Readable, Writeable, and Executable.
3.) I had this problem before the only way I solved it is to re-install the whole web page using the install.php page that comes with the download.
a.) I can't afford to do a reinstall this time because of my set-up.

So what do you think the problem could be? I see a lot of people have the same problem but no one has yet to provide a real solution.

somehow you did something in your configuration table is what i have seen, setup another site in another directory, and compare the configuration . . .

I have tried your suggestion before I posted. I have one site's admin working perfectly so I went as far as putting the working Configuration table In the place of the non working configuation table. Everything works fine except for the modules.

This problem is normally related to directory permssions or read directory command (not executable by php version on your server) in "admin/modules.php"

I changed the permissions of the three folders in the catalog/includes/module/ directory to 777
I've aslo changed the three folders permissions to 777 in the catalog/includes/languages/english/modules/ directory.

This problem is commen on this forum I just can't find any answers.

The permissions should be set 755 (rwxr-xr-x) on all 3 directories in catalog/includes/module/ as well on catalog/includes/languages/english/modules/

I just reset the permittions back to 755 on the 3 folders in the directory...../English/module and on the 3 folders in the directory....catalog/includes/module/

This doesn't make the models apear.
